Pursuant to Section 1321 of the Streets and Highways Code of the State of California, the Board of Supervisors of the County of Sacramento is responsible for the management and control of all Sacramento County bridges. No less than six such bridges have movable parts which operate to open or raise such bridges, as required for the passage of vessels navigating the waterways thereunder. Further, such movable bridges must be opened or raised from time to time for inspection and maintenance by this County, and as directed by the United States Coast Guard and other governmental authorities.
The presence of members of the public upon such movable bridges, or appurtenances thereto, during such bridge operations is detrimental to the public peace, health, safety, and welfare. On numerous occasions members of the public have been present upon such movable bridges, or appurtenances thereto, for purposes other than travel, including, but not limited to, fishing or lounging. Such members of the public have on numerous occasions refused to vacate, or resisted vacating, such premises when duly requested to do so for the protection of their personal safety during movable bridge operations, thus endangering the public peace, health, safety, and welfare. Existing law does not prohibit this conduct.
Therefore, the purposes of this chapter are to prohibit fishing and loitering upon and about movable bridges and appurtenances thereto, for the protection and promotion of the peace, health, safety, and welfare of the citizens of the County of Sacramento.

It is unlawful for any person to fish upon or from any part of a movable bridge, or appurtenance thereto.

It is unlawful for any person to loiter upon any part of a movable bridge or appurtenance thereto. As used in this section, "to loiter" means to delay, to linger, or to idle about upon any part of a movable bridge or appurtenance thereto without lawful business for being present.

Any violation of Section 10.22.020 or Section 10.22.030 shall constitute an infraction and each such violation shall be punishable by a fine not exceeding $50.00 for a first violation, a fine not exceeding $100.00 for a second violation of the same section within one year, and a fine not exceeding $250.00 for each additional violation of the same section within one year.
