"Capitol improvement program" means that plan of physical improvements periodically proposed by the County Executive and approved by the planning agency (i.e., Board of Supervisors).

"Community council" means a community planning advisory council established by the Board of Supervisors pursuant to Chapter 2.36 of the County Code.
