The policy planning commission shall be the planning agency for the County; except, that as to matters relating to the review of the capital improvement program as provided in Chapter 21.15, the Board of Supervisors shall serve as the planning agency.

This chapter shall be in full force and effect until January 1, 1979, on which date this chapter, unless extended by ordinance, is deemed repealed.
