There is hereby established a zone which shall hereinafter be
known as the "R-E single-family residential estate zone," and which
shall function and serve as set out in this chapter.

The intent and purpose of the R-E zone is to principally designate,
classify and distinguish certain residential areas within the city
that may best facilitate the development and use of single-family
homes on large acreage parcels of land in conjunction with only the
private use and maintenance of limited agricultural and animal husbandry
activities.

A. The
R-E zone is a land use classification which, in part, assists in the
implementation of the residential land use, housing and environmental
elements of the general plan. It is a zone classification designed
to be applied on selective areas of the community where a rural character
and atmosphere can be maintained and preserved in an urban setting.
B. Application
of the R-E zone must be clearly defined within the scope and purpose
of qualifying land for a rural function, and must be protected from
the encroachment of land uses and development that do not exhibit
or possess those characteristics of a rural nature.
C. Uses
of land which do not qualify and which are not specifically permitted
in the R-E zone are hereby expressly prohibited.
