A Sustainability and Resilience Department is hereby created
which shall be under the direction of the Sustainability and Resilience
Director, who shall be appointed by the City Administrator upon approval
by the City Council.

The Sustainability and Resilience Director, subject to the approval
of the City Administrator, shall organize and maintain such divisions
in the Department as necessary to economically and efficiently carry
out the functions of the Department.

The Sustainability and Resilience Director shall be responsible
for the supervision and control of all personnel, materials, and equipment
assigned to the Department and for the performance of the functions
of the Department, subject to the supervision of the City Administrator.

The function of the Department is the administration of matters
pertaining to sustainability or resilience for the City and any other
functions assigned by the City Administrator.

In the case of the temporary absence or disability of the Sustainability
and Resilience Director, a member of the Sustainability and Resilience
Department, designated by the City Administrator, shall perform the
duties and exercise the powers of the Sustainability and Resilience
Director.
