In order to serve the public health, safety and welfare, the
declared purpose of this chapter is to provide public education regarding
the transmission of disease and its avoidance.

The City wishes to have the benefit of the latest available
information about protection available against the passage or transmission
of the AIDS, hepatitis and herpes viruses.

The County health officer, pursuant to the authority provided
in this title, is authorized to produce, place, distribute, and cause
to be placed, such educational material, brochures, warning signs
and/or notices, as may be required to educate, advise and/or warn
persons in the City about advantages and risks associated with the
use of condoms and other prophylactic devices against viral diseases.
