1.
All buildings and structures within the Borough Historic District shall be maintained in good repair, structurally sound and reasonably protected against decay and deterioration. Deterioration includes but is not limited to:
A.
Deterioration of exterior walls or other vertical supports.
B.
Deterioration of roofs or other horizontal members.
C.
Deterioration of exterior chimneys.
D.
Deterioration or crumbling of exterior stucco or mortar.
E.
Ineffective waterproofing of exterior walls, roofs or foundations, including broken window or doors.
F.
Deterioration of any feature so as to create a hazardous condition, which could lead to the claim that a demolition is necessary for the public safety.
G.
Lack of gutters, downspouts and/or flashing and sealant permitting water penetration.
H.
Lack of paint permitting water penetration of wood or rusting of metals.
2.
Failure to maintain a building or structure in good condition, structurally sound and reasonably protected against decay and deterioration shall be considered demolition by neglect and a violation of this Chapter.
