A. 
This chapter shall be known as the "Oroville Building Code," and may be cited as such, and will be referred to herein as "this code."
B. 
The purpose of this code is to provide for the uniform administration and enforcement of the codes adopted by this jurisdiction.

In the event of any conflict between this code and any law, rule or regulation of the State of California, that requirement which establishes the higher standard of safety shall govern.

The 2025 California Administrative Code, California Code of Regulations Title 24 Part 1, including appendices, is hereby adopted and incorporated by reference.

A. 
The provisions of the California Administrative Code shall serve as the administrative, organizational, and enforcement rules and regulations for the state agencies who adopt the codes adopted by this jurisdiction.
B. 
The administration provisions of the codes, found in Article 89 of Title 3 and Chapter 1 of each additional title, shall serve as the administrative, organizational, and enforcement rules and regulations for the codes that regulate all structures within this jurisdiction. These provisions shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal, and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the City of Oroville.

For the purpose of this chapter, the following definitions shall apply:
"Building official"
is the officer or other designated authority charged with the administration and enforcement of the code. The terms "administrative authority" and "city" are to be considered synonymous with the terms "building official," department of building safety" and "building department" as they appear in the code or the adopted codes.
"Building service equipment"
refers to the plumbing, mechanical, and electrical equipment including piping, wiring, fixtures, and other accessories that provide sanitation, lighting, heating, ventilation, cooling, refrigeration and fire fighting facilities essential for the habitable occupancy of the building or structure for its designated use and occupancy.
"This jurisdiction"
means the incorporated area of the City of Oroville.
"Technical codes" or "adopted codes" or "model codes"
refers to the following codes adopted by the City of Oroville, which contain the provisions for design, construction, alteration, addition, repair, removal, demolition, use and occupancy, and location of all buildings and structures and building service equipment as herein defined:
