Chapter 17.28 RESIDENTIAL DISTRICTS

§ 17.28.010 Allowed uses in residential districts.

The uses allowed in residential districts shall be as shown in Table 17.28.010-1. These uses include:

Permitted Use (P). Uses that are shown with a "P" shall be permitted, subject to obtaining a zoning clearance, as provided in Section 17.48.030, as well as any building permits or other permits required by this Code.

Administrative Permit Required (AP). Uses that are shown with an "AP" shall be subject to obtaining an administrative permit, as provided in Section 17.48.020.

Use Permit Required (UP). Uses that are shown with a "UP" shall be subject to obtaining a use permit, as provided in Section 17.48.010.

Use-Specific Regulations (S). Uses that are shown with an "S" shall be subject to permit requirements as provided in the specific regulations for that use. The table indicates where the use-specific regulations are located in this Code.

Use Not Allowed (—). Uses that are shown with a "—," or that are not listed, shall not be allowed, except as provided in Sections 17.08.090 and 17.48.090.

§ 17.28.020 Development standards for residential districts.

Development standards for residential districts shall be as shown in Table 17.28.020-1 and Table 17.28.020-2.

⁶	For existing R-1 zoned lots in the South Oroville area depicted in Figure 17.28.020-01 which do not meet minimum lot dimension or area requirements, the following shall apply:
	Interior Side Yard Setbacks for Main Structure: Minimum of 3 feet, with an aggregate of minimum of 8 feet (e.g., if one side yard is 3 feet, the other must be a minimum of 5 feet).
	Rear Yard Setbacks for Main Structures: 15 feet.
	Attached garages accessed from the street must be set back from the main building façade by at least 3 feet.
	Single-Car garages with tandem parking may be used to meet on-site parking requirements.

§ 17.28.030 UR-10—Urban reserve ten acres.

In addition to all other provisions of this title, including, but not limited to, the development standards in Chapter 17.12 and the development review requirements in Chapter 17.52, the following provisions shall apply in a UR-10 district:

Intent. To retain land for the future growth of the city that may also be used for residential and agricultural purposes.

Use Regulations. The allowed uses in UR-10 districts shall be as specified in Section 17.28.010.

Development Standards.

The development standards in UR-10 districts shall be as specified in Section 17.28.020.

In UR-10 districts, the lot area shall include detention basins, as well as the area between any lot line and the centerline of an adjacent street right-of-way.

§ 17.28.040 UR-5—Urban reserve five acres.

Intent. To retain land for the future growth of the city that may also be used for residential and agricultural purposes.

Use Regulations. The allowed uses in UR-5 districts shall be as specified in Section 17.28.010.

Development Standards.

The development standards in UR-5 districts shall be as specified in Section 17.28.020.

In UR-5 districts, the lot area shall include detention basins, as well as the area between any lot line and the centerline of an adjacent street right-of-way.

§ 17.28.050 RA—Agricultural residential.

Intent. To provide areas within the city where development is limited to provide areas conducive to agricultural uses.

Use Regulations. The allowed uses in RA districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RA districts shall be as specified in Section 17.28.020.

§ 17.28.060 RR-1—Rural residential one acre.

Intent. To provide an environment conducive to rural living by limiting development to low-density concentrations of single-family dwellings on large parcels of land.

Use Regulations. The allowed uses in RR-1 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RR-1 districts shall be as specified in Section 17.28.020.

§ 17.28.070 RR-20—Rural residential 20,000 square feet.

Intent. To provide an environment conducive to rural living by limiting development to low density concentrations of single-family dwellings on large parcels of land.

Use Regulations. The allowed uses in RR-20 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RR-20 districts shall be as specified in Section 17.28.020.

§ 17.28.080 RR-10—Rural residential 10,000 square feet.

Intent. To provide an environment conducive to rural living by limiting development to low-density concentrations of single-family dwellings on large parcels of land.

Use Regulations. The allowed uses in RR-10 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RR-10 districts shall be as specified in Section 17.28.020.

§ 17.28.090 RL—Large-lot residential.

Intent. To provide living areas within the city where development provides for low density concentrations of single-family dwellings or mobile homes.

Use Regulations. The allowed uses in RL districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RL districts shall be as specified in Section 17.28.020.

§ 17.28.100 R-1—Single-family residential.

Intent. To provide living areas within the city where development is limited to low densities, either as part of a conventional subdivision or in other forms such as a cluster development, and where regulations are designed to promote and encourage a suitable environment for family living; provide open space for community facilities needed to complement urban residential areas; and provide opportunities for housing in varied types and styles.

Use Regulations. The allowed uses in R-1 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in R-1 districts shall be as specified in Section 17.28.020.

§ 17.28.110 R-2—Medium-density residential.

Intent. To provide living areas within the city where development provides for medium-density concentrations of dwelling units in varying housing types and styles.

Use Regulations. The allowed uses in R-2 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in R-2 districts shall be as specified in Section 17.28.020.

§ 17.28.120 R-3—High-density residential.

Intent. To provide living areas within the city where development provides for high-density concentrations of dwelling units in various types and styles of housing.

Use Regulations. The allowed uses in R-3 districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in R-3 districts shall be as specified in Section 17.28.020.

§ 17.28.130 RP—High-density residential/ professional.

Intent. This district is intended to provide opportunities for the location of professional offices in close relationship to one another and to residential neighborhoods.

Use Regulations. The allowed uses in RP districts shall be as specified in Section 17.28.010.

Development Standards. The development standards in RP districts shall be as specified in Section 17.28.020.

§ 17.28.140 R-4—Urban-density residential.

Intent. To provide living areas within the city where development provides for very high-density concentrations of dwelling units in various types and styles of housing.

Use Regulations. The allowed uses in R-4 districts shall be specified in Section 17.28.010.

Development Standards. The development standards in R-4 districts shall be as specified in Section 17.28.020.
