The finance department of the city is created and established.

A. Under
the direction of the city manager the finance department shall maintain
records readily reflecting the financial condition of the city.
B. The
finance department shall be the central collection agency for all
moneys due to the city, prepare all utility and other billings, disburse
funds as authorized by the appropriate authority and maintain such
reports to the city council, city manager, state and federal agencies.
