A. 
The purpose of the R-3 high density residential district is to provide living areas within the city where development provides for high density concentrations of dwelling units together with specific ancillary and complementary uses. It is intended to implement the applicable provisions of the general plan, as amended from time to time.
B. 
In the R-3 district no building or land shall be used and no building shall be erected or structurally altered unless otherwise provided herein, except for one or more of the uses set forth in Section 17.16.020. No land, building or structure shall be used, nor shall any building be constructed, erected altered, added to, enlarged or moved for any purpose or in any manner except in compliance with these regulations.

The principal permitted use in the R-3 district is high density residential use which includes:
A. 
A dwelling group or multiple dwelling commensurate with the density standards of the general plan, Section 17.16.030 and all other provisions of this code;
B. 
Rooming houses;
C. 
Accessory buildings;
D. 
Home occupations; and
E. 
Residential care facilities for twelve or fewer clients.

The following uses may be permitted subject to the granting of a conditional use permit:
A. 
Churches;
B. 
Bed and breakfast establishments subject to the provisions of Chapter 17.59;
C. 
Dormitories owned by public or non-profit agencies;
D. 
Parking lot;
E. 
Small public facilities such as schools and public utility substations;
F. 
Convalescent hospitals or assisted care homes operated by a person with state, and/or local agency license;
G. 
Mobilehome parks; and
H. 
Residential hotels.

In the R-3 district, the height of buildings and the minimum dimensions of yards and lots shall be as follows:
A. 
Height. Maximum building height shall be thirty-five feet.
B. 
Area and Yards.
1. 
Front Yard. Ten feet, except that where access to a garage or carport is from the front yard it the garage/carport shall be twenty feet;
2. 
Side Yard. Minimum five feet for interior and corner lots. Reverse corner lots shall have a side yard equal to one-half the required front yard of the lots abutting the rear of such reversed corner lots;
3. 
Rear Yards. Ten feet;
4. 
For mobilehome parks front, side and rear yard setbacks shall apply to the exterior of the park. Internal development shall be subject to the adopted city mobilehome park standards;
5. 
Lot areas. Minimum six thousand square feet;
6. 
Lot Area Per Dwelling Unit. In general plan multifamily residential 15-30 designations fifteen hundred square feet per dwelling unit. In general plan mobilehome park designations forty-three hundred square feet per dwelling unit;
7. 
Lot Coverage. Maximum for all buildings, accessory building, structures, covered patios, not greater than sixty-five percent; and
8. 
Exterior Lighting. All exterior lighting shall be shielded and directed downward on the property to prevent upward glare and glare at adjacent properties.

A. 
No building, accessory building, structure or covered patio shall occupy any portion of a required front, side or rear yard except as herein provided.
B. 
Coverage of the rear yard by accessory building, structures or covered patios shall be limited to fifty percent of the required rear yard area.
C. 
Detached accessory buildings and structures for covered patios may be located anywhere within the required rear yard provided that:
1. 
They do not occupy more than fifty percent of the yard area;
2. 
All building all building and fire prevention code requirements are met and a five-foot passage from one side yard, to the area to the rear of the main building, to the other side yard shall be maintained. This passage shall provide ready access around the main building; and
3. 
That construction on accessory buildings may only be started after the main building on the lot has been roofed and has had the siding constructed.
D. 
Accessory building, structures, covered patios and garages shall not exceed thirteen feet in height at their highest point.
E. 
On corner lots or reverse corner lots no accessory building, structure or covered patio shall be located closer to the street side property line than a distance equal to the required side yard on the street side.
F. 
On reverse corner lots accessory buildings, structures or covered patios located in the required rear yard within twenty-five feet of the street side property line shall be set back five feet from the rear property line.
G. 
Garages on interior lots may occupy side yards to a point not to exceed twenty-five feet from rear property lines. Garages on corner or reverse corner lots with vehicle doors which face the side street shall not be built closer than twenty feet to any street side property line.
H. 
The location of all new structures upon the lot shall be such to provide for the maximum dwelling unit potential.

All required yards as provided in this section shall be observed and in addition where buildings rear upon a side yard, the required side yard shall be increased to ten feet. Courts shall have a width of twenty feet, and no building for dwelling purposes shall be any closer to any other building than ten feet.

Each group of townhouses shall maintain required side yards at its extremities. No group of townhouses shall exceed one hundred fifty feet in length and front and rear yards shall conform to the district requirements.

All uses, except those uses permitted in the R-1 district and those with two or less units, and all uses requiring a use permit shall be subject to approval of a site plan and architectural review. Procedures for such submittal and approval will be found under Chapter 17.46.
