The operation of golf cars within the corporate limits shall be permitted only in accordance with the provisions contained herein:
A. 
The operation of golf cars shall be subject to all traffic regulations governing the movement of vehicles on a public roadway, and golf car operators shall obey all provisions of Sections 60-601 through 60-6, 383 of the Nebraska Revised Statutes, Rules of the Road, and Chapter 190 of the Papillion Municipal Code, Vehicles and Traffic, as they may be amended from time to time.
B. 
Golf cars shall operate on the furthest right-hand lane of traffic, shall yield the right-of-way to other vehicles, and shall drive in single file.
C. 
Golf cars may not be operated or parked on any sidewalk, right-of-way, trail, or bike lane.
(1) 
Operation of golf cars is permitted only on streets with a speed limit of 25 miles per hour or less. Except as provided in Subsection C(2), golf cars shall not be operated on:
(a) 
Any state or federal highway;
(b) 
The following streets:

E. 6th Street and W. 6th Street.
[2] 
S. 72nd Street.
[3] 
S. 84th Street (Washington Street).
[4] 
S. 90th Street.
[5] 
S. 96th Street.
[6] 
Cedardale Road.
[7] 
Lincoln Street.
[8] 
Giles Road.
[9] 
Cornhusker Road.
[10] 
Towne Center Parkway and all streets within Shadow Lake Towne Center.
(2) 
The operator of a golf car may cross over a state or federal highway or other prohibited street only under the following conditions:
(a) 
The crossing shall be made only at a designated intersection with an angle of approximately 90° to the highway or prohibited street;
(b) 
The crossing shall be made only after the golf car is brought to a complete stop; and
(c) 
The golf car has yielded the right-of-way to all oncoming traffic that constitutes an immediate potential hazard.
D. 
Golf cars shall be operated at a speed not to exceed 20 miles per hour or the posted speed limit, whichever is less.
E. 
Operation of golf cars shall be permitted between sunrise and sunset.
F. 
Operators of golf cars must be 20 years of age or older.
G. 
The maximum number of occupants in a golf car shall not exceed four people or the number of factory-designed seats installed in the golf car, whichever is less. All occupants shall remain seated within the vehicle at all times while the golf car is in motion.
All golf cars operated within the City of Papillion shall be equipped with the following safety equipment:
A. 
A bicycle safety flag with an area not less than 30 square inches, attached to the rear of the golf car vehicle and standing a minimum of five feet above ground level.
B. 
A seat belt for each passenger on the vehicle.
C. 
A muffler if golf car is powered by a gasoline engine.
D. 
Tail lights, brake lights and turn signaling lights.
E. 
A rearview and/or sideview mirror.
Any person operating a golf car as authorized herein shall have a valid Class O operator's license and shall provide proof of said license immediately upon request of a peace officer.
Any owner of a golf car being operated as authorized herein shall have liability insurance coverage for the golf car vehicle. The liability insurance coverage shall be subject to limits, exclusive of interest and costs, as follows:
A. 
Twenty-five thousand dollars because of bodily injury to or death of one person in any one accident and, subject to such limit for one person;
B. 
Fifty thousand dollars because of bodily injury to or death of two or more persons in any one accident; and
C. 
Twenty-five thousand dollars because of injury to or destruction of property of others in any one accident.
Any individual operating a golf car shall provide proof of insurance immediately upon request of a peace officer.
Registration with the City of Papillion is required before a golf car may be operated on any public roadway within the City limits.
A. 
A registration application shall be submitted annually to the City of Papillion City Clerk, and shall require the following:
(1) 
The completed application;
(2) 
The annual registration fee as found in the Master Fee Schedule;
(3) 
A copy of the owner's valid Class O operator's license; and
(4) 
Proof of insurance as required by this chapter specifically listing the vehicle, referenced by year, make, model and serial number.
B. 
Upon receipt of the application and necessary documentation, the City Clerk shall issue a City of Papillion registration to the owner of the golf car vehicle. Proof of registration shall be prominently displayed on the golf car vehicle at all times.
C. 
Registrations shall be valid from January 1 through December 31. Registration fees are not prorated and are nonrefundable and nontransferrable.
