The restrictions and parking meter charges shall apply as follows:
A. In locations on streets and in off street parking lots from 8:00
a.m. to 8:00 p.m., prevailing time, on Mondays, Tuesdays, Wednesdays,
Thursdays, and Fridays and from 9:00 a.m. to 12:00 noon on Saturdays,
prevailing time or unless Council determines otherwise.
Council or such officers or employees of the Borough as it may
select shall provide for the installation, regulation, control, operation
and use of the parking meters provided for in this article and shall
maintain the same in good workable condition. Each single-space parking
meter shall be so set as to display a signal showing legal parking
upon the deposit of a United States quarter or use of a credit card.
Each meter shall, by its device, clearly set out and continue in operation
from the time of depositing such quarter or credit card until the
expiration of the time paid for by the deposit thereof as provided.
Each meter shall be so arranged that, upon the expiration of the parking
limit, it will indicate by a mechanical operation and the display
of a proper signal that the lawful parking period as fixed has expired.
No person shall deposit or cause to be deposited in a parking
meter any money for the purpose of extending the parking time beyond
the time fixed for parking in the parking space applicable to such
vehicle.
No person shall deface, injure, tamper with, open or willfully
break, destroy or impair the usefulness of any parking meter installed
under the provisions of this article; provided, however, that this
section shall not prohibit the authorized opening or working upon
any such meter by a Borough officer or employee or other person by
authority of the Mayor and/or Council.
