The MFBF district provides standards for development on beach front lots in the city and is intended to provide for a variety of residential opportunities ranging from single-family to multiple-family.

The following uses and structures are permitted in the MFBF district:
A. 
One single-family residence per lot;
B. 
Expansion up to 500 square feet of existing multifamily buildings provided the expansion conforms to the provisions of Chapter 17.40;
C. 
Accessory uses and structures as follows:
1. 
Accessory buildings customarily ancillary to single-family and multifamily residences including, but not limited to, detached garages, pool houses, gazebos, storage sheds, guest units (750 square feet maximum),
2. 
Recreational structures including, but not limited to, pools, spas, nonilluminated sports courts,
3. 
Domestic animals;
D. 
Manufactured homes, pursuant to Government Code Section 65852.3;
E. 
Second units, pursuant to Government Code Section 65852.2.
F. 
Transitional and supportive housing permitted in the same manner as a multifamily residence and subject to all the restrictions that apply to multifamily residential uses.
G. 
Small residential care facilities involving six or fewer persons.
H. 
Affordable housing development projects.

The following uses and structures may be permitted subject to obtaining a minor conditional use permit:
A. 
Mobilehome used as a residence during construction, subject to Section 17.40.040(A) (18);
B. 
Home occupations, subject to Section 17.40.040(A)(19).

The following uses may be permitted subject to obtaining a conditional use permit:
A. 
New, or the expansion over 500 square feet of, multiple-family residential uses, including duplexes, condominiums, stock cooperatives, apartments and other similar developments;
B. 
Utility facilities related to public projects;
C. 
Lighted sports courts;
D. 
Neighborhood recreation facilities for use by surrounding residents and operated by a nonprofit corporation or neighborhood association for noncommercial purposes;
E. 
Parks and playgrounds;
F. 
Emergency communication and service facilities.

All new lots created in the MFBF district shall comply with the following criteria:
A. 
Minimum lot area: 5,000 square feet per lot unless otherwise provided in Title 16.
B. 
Minimum lot width: 50 feet.
C. 
Minimum lot depth: 100 feet.
D. 
Units per lot: one unit per 1,885 square feet of lot area, not to exceed four units.
E. 
Density: one additional unit per lot may be permitted, not to exceed five units per lot, for affordable housing in accordance with the Department of Housing and Urban Development (HUD) definition of very low, low, and moderate income households.

In addition to the regulations contained in this chapter, all uses in the MFBF district shall be subject to the applicable standards located in the following chapters:
Chapter 17.40: Property Development and Design Standards;
Chapter 17.48: Parking Requirements;
Chapter 17.52: Sign Standards;
Chapter 17.62: Development Permits;
Chapter 17.66: Conditional Use Permits;
Chapter 17.72: Variances;
Chapter 17.68: Temporary Use Permits;
Chapter 17.70: Demolition Permits.
