The Senior Citizen Commission of the City of Encinitas is hereby established.

A. 
The Senior Citizen Commission shall consist of seven members who are registered voters of the City.
B. 
The affirmative votes of three Council Members shall be required to appoint an individual to the Senior Citizen Commission
C. 
No less than five members of the Commission will be persons who are 55 years or older.
D. 
To be eligible for appointment, applicants must demonstrate knowledge of senior citizen issues.
E. 
Senior Citizen Commissioners shall serve staggered, three-year terms.

A. 
Four members of the Senior Citizen Commission shall constitute a quorum.
B. 
The regular meetings of the Senior Citizen Commission shall be once each month.
C. 
The Senior Citizen Commission shall elect a chairperson and a vice-chairperson from among its members for one-year terms.

The Commission shall conduct public hearings to gather information and thereafter make recommendations to the City Council on matters regarding services for senior citizens which include, without limitation:
A. 
Policies and plans for the development and operation of programs and services for the benefit of senior citizens within the City.
B. 
Policies and plans for developing programs and services in cooperation with other public and private agencies which would benefit senior citizens.
C. 
Such matters that may be referred to the Commission by the City Council.
