The Traffic Authority may erect and maintain signs at any intersection prohibiting the making of right or left turns by drivers of vehicles wherever the Traffic Authority determines that such right or left turns would cause traffic congestion or traffic hazard. The making of such right or left turns may be prohibited between certain hours of any day and permitted at other hours. In such event the same shall be plainly indicated on the signs erected by the Traffic Authority.
