The Director of Public Works is hereby authorized to place and maintain such traffic control devices deemed necessary to carry out the provisions of this chapter or to warn or guide traffic and to determine the hours and days during which any traffic control device shall be in operation or be in effect. The Director of Public Works is further authorized to move, relocate, or discontinue the operation of any traffic control device not specifically required by State laws or this chapter whenever he shall determine in any particular case that the conditions which warranted or required the installation no longer exist or apply.

Only those official traffic control devices which conform to the uniform standards and specifications promulgated by the Department of Transportation of the State shall be placed upon a public street or highway.

No provision of this chapter for which official traffic control devices are required may be enforced against any alleged violator thereof if, at the time and place of such alleged violation, any official traffic control device required by the provisions of this chapter or the Vehicle Code is not in place and sufficiently legible to be seen by an ordinarily observant person.
