Pursuant to Section 21354 of the Vehicle Code, the Director of Public Works may designate any local street intersection as a stop intersection and direct the placement of stop signs at one or more entrances thereto provided such designation is made in accordance with the provisions of this article.

The purpose of a stop sign is to control traffic within an intersection. It is not the purpose of a stop sign to control speed on local streets.

The designation of a stop intersection shall only be made subsequent to the receipt of a report on the need and necessity of such a determination.

A report prepared pursuant to this article shall summarize traffic survey findings made of the intersection proposed for such a designation and, based upon accepted traffic engineering standards and criteria, shall make a recommendation as to whether or not such a determination is warranted.
