Pursuant to Sections 21200 and 21206 of the Vehicle Code, every person operating a bicycle upon any street or upon any bicycle route established pursuant to this article shall be subject to all of the provisions of the Vehicle Code applicable to the drivers of vehicles, except those provisions which by their very nature can have no applicability.

(a) 
Pursuant to Section 21207 of the Vehicle Code, the Council may establish by resolution bicycle routes and/or lanes on any street or sidewalk or on any other facility provided for such use, other than a State highway.
(b) 
Any bicycle route so established on any street or sidewalk shall be marked and identified in accordance with the provisions of Section 21207 of the Vehicle Code.
(c) 
Any bicycle route so established on any facility created solely for the use of bicycles and pedestrians may be marked and identified as needed to assist and direct the use thereof.

Pursuant to Sections 21206 and 21663 of the Vehicle Code, no person shall operate or ride a bicycle on any sidewalk which is not a part of a designated bicycle route established pursuant to this article and properly marked and identified in accordance with the provisions pertaining thereto.

On any facility designated to be jointly used by both pedestrians and bicycles, the operator of any bicycle shall yield the right-of-way to any pedestrian.

(a) 
No person shall park a bicycle upon a street or against a building in such a manner so as to obstruct pedestrian, bicycle, or motor vehicle traffic.
(b) 
No person shall leave a bicycle lying on its side on any sidewalk or park a bicycle on a sidewalk in a position which does not leave an adequate path for pedestrian traffic.
(c) 
Notwithstanding subsections (a) and (b) of this section, no person shall park a bicycle at any location which has been posted with signs prohibiting such parking.
