It is unlawful for any person to distribute to or among pedestrians
along or upon any public street, alley, park, or other public place
in the City, or to place in any automobile or other vehicle parked
along or upon any public street, alley, park, or other place in the
City any advertising sample, handbill, dodger, circular, booklet,
or notice of commercial advertising.

It is unlawful for any person to distribute or throw upon any
street, alley, or public place, or upon any private yard, lawn, driveway,
or sidewalk of any residence, or upon any vacant property in the City
any advertising sample, handbill, dodger, circular, booklet, or notice
of commercial advertising; provided, however, that nothing in this
section shall prohibit the distribution and delivery of any newspaper
of general circulation, as defined by the laws of the State, or any
regularly issued magazine into dwelling houses of residents within
the City who are subscribers to such newspaper or magazine.
