It shall be the duty of the Animal Control Director, or, as
used in this chapter, Director, to administer and enforce the provisions
of this chapter and the resolutions of the Council adopted pursuant
to the provisions of this chapter. The City Manager shall designate
a person to serve as Director, or may delegate the performance of
such duties by entering into a contract with any proper person or
organization, public or private, which will undertake to perform such
duties. The Director and any deputies or other persons having the
responsibility, either directly or through contract, for administering
and enforcing the provisions of this chapter shall also be referred
to as the Animal Control Department.

For the purposes of enforcing and carrying out the provisions
of this chapter, the Director and deputies, referred to as Animal
Control Officers, shall have the authority of peace officers if employed
by the City and otherwise so qualified as required by State law. If
the City Manager or designee delegates the performance of Director
by contract, then the Director shall have the authority to appoint
their own Animal Control Officers, subject to State law governing
who may have the authority of peace officers.
