Pursuant to the provisions of the Federal Clean Water Act Grant
Guidelines, there is hereby created a Wastewater Capital Reserve Fund.

All sewer connection fees collected pursuant to Article 3 of Chapter 3 of Title 5 of this Code shall be paid into the Wastewater Capital Reserve Fund.

On June 12, 1984, moneys already set aside for the purposes
described in this article shall be paid into the Wastewater Capital
Reserve Fund.

In addition to the revenue sources set forth in Sections 8-2.602 and 8-2.603 of this article, the Council may transfer to the Wastewater Capital Reserve Fund from the Sanitation Fund or other available sources funds as may be needed to undertake and complete the projects authorized by this article.

All or part of the Wastewater Capital Reserve Fund may be shown
in the budget as reserves for future expenditures in subsequent years
for the uses authorized by this article.

The Wastewater Capital Reserve Fund shall be used for major
sewer transport and treatment capital expenditures, including treatment
plant capacity acquisition, treatment plant expansion, and treatment
plant or trunk sewer capital improvements or replacements.
