The entire incorporated area of the City shall be a fire district known as Fire Zone 3 as defined in the Uniform Building Code. In addition, certain areas of the City may from time to time be designated as Fire Zone 4 by the Ventura County Fire Protection District, with the additional requirements set forth in this chapter.

Fire Zone 4 is defined as any area of noncultivated brush-covered hillside, so designated by the Ventura County Fire Protection District.

The requirements in Fire Zone 4 for the fire-resistive protection of exterior walls and openings, as determined by their location on property, shall be the same as required for Fire Zone 3. In addition, the following special requirements shall be imposed:
(a) 
Roof coverings. Roof coverings shall be of "fire-retardant" roofing, as specified in subsection (e) of Section 3203 of the Uniform Building Code, or of materials and methods approved by the Building Official.
(b) 
Horizontal protection. Portions of the structure which have combustible construction elements in the horizontal plan shall be protected as required for one-hour fire-resistive construction, but such protection need be installed only on the exposed side. The following are examples of such horizontal elements:
(1) 
Exposed rafter tails and roof sheathing (eaves);
(2) 
The floor system of "stilt" construction; and
(3) 
Stairways and balconies.
(c) 
Opening protection. Openings from outside the building into attics or underfloor spaces shall be covered with solid noncombustible materials or be screened with corrosion-resistant wire mesh not in excess of one-fourth inch.
