The City Clerk shall have the authority, and it shall be his
or her duty, to designate the respective numbers for buildings fronting
on streets heretofore laid out or to be hereafter laid out or extended.
He or she shall prepare, from time to time, and keep on file maps
showing the system of numbering authorized by the provisions of this
chapter.

Each person owning or having the custody or control of any building
within the City may obtain the appropriate number for such building
from the City Clerk. No person owning or having the custody or control
of any building or structure shall fail, neglect, or refuse to place
and maintain numbers as provided in this chapter upon all entrances
from the streets of the City within 10 days after the receipt of a
notice by the owner, occupant, lessee, tenant, or subtenant of such
building from the City Clerk of the numbers designated for such building.
All numbers other than those provided for in this chapter for the
respective entrances shall be removed from every building by the owner,
occupant, lessee, tenant, or subtenant thereof within 10 days after
the service of the notice designating the appropriate numbers to be
placed thereon.

The following shall be the respective base lines for numbers
on buildings fronting on streets heretofore laid out or hereafter
to be laid out or extended:
(a) From
north to south: Ventura Street and its extension northerly parallel
to that portion of Signal Street north of Grand Avenue.
(b) From
east to west: Ojai Avenue easterly of Foothills Road, Foothills Road
easterly of El Paseo Road, and El Paseo Road.

Numbers on the northerly and easterly sides of the street shall
be even numbers, and the numbers on the southerly and westerly sides
shall be odd numbers, provided, that such determination shall be made
as to each street by the direction of the block thereof nearest its
baseline and shall not be changed or effected by changes in compass
directions of such street in succeeding blocks.

One hundred numbers, or as many thereof as may be necessary,
shall be allotted to each block of not to exceed 600 feet. Number
101 shall be the first number used commencing at the respective base
lines on the sides of the streets which are to contain the odd numbers,
and Number 102 for the sides which are to contain the even numbers.
At the beginning of the second block from the base line, the first
number shall be 201 and 202 respectively and so continue throughout
the system. On streets not intersecting a baseline street, the numbering
shall be done as if the street extended to the base line bearing nearest
to a right angle from the general direction of such street.

Except on Ojai Avenue between Canada Street and the easterly
City limit, approximately 50 feet of frontage shall be allowed for
each number, to be calculated from the beginning of the block in which
the numbering begins. On Ojai Avenue between Canada Street and the
easterly City limit, approximately 13 feet of frontage shall be allowed
for each number, to be calculated from the beginning of the block
in which the numbering begins.

Where numbers assigned increase from south to north, the respective
street shall be designated by the prefix "North," and where they decrease
from south to north, they shall be designated by the prefix "South."
Where the assigned numbers increase from west to east, the respective
streets shall be designated with the prefix "East," and where they
decrease from west to east, they shall be designated with the prefix
"West."

If there is more than one building on property to which a single
number is assigned by this chapter, or if one building has living
quarters for more than one group, with separate entrances for each,
the number assigned to the frontage shall be used, followed by the
letters A, B, C, etc., to designate the separate buildings or the
separate entrances, as the case may be.

In the event any person who is obligated by the provisions of this chapter to place and maintain appropriate numbers at the entrance of any building within the City shall fail to do so after receiving a written notice from the City Clerk in accordance with the provisions of Section
9-5.02 of this chapter, the City Clerk may cause the appropriate numbers to be so placed at the expense of the City, which expense shall be collected from the person liable therefor, and any person failing to pay such sum shall be liable to a penalty of not less than $5 nor more than $10.
