Title 10, Chapter 6 (Residential Growth Management Plan) shall apply to all residential development in the City, including mobile and manufactured homes, with the exception of the following:
(a) 
Affordable units that are formally dedicated for occupancy by persons and families of lower income, moderate income or senior citizens (at an affordable sales price or rent as such terms are defined in Section 10-2.902 (Definitions)) within a residential project which is funded or subsidized pursuant to the provisions of applicable Federal, State or local laws or programs.
(b) 
Second units, home splits, special needs housing (as defined and in Sections 10-2.1709 (Accessory dwelling units), subsection (a)(3) and 10-2.3602 (Definitions of specialized terms and phrases, subsection (h)), including second units for which a Second Unit Compliance Permit is issued pursuant to Section 10-2.1709 (Accessory dwelling units), subsection (f), single-family homes developed on a single parcel of record and small dwellings with a maximum of 640 square feet built in conjunction with mixed use projects within the VMU zone district.
(c) 
The replacement, alteration, repair, demolition or maintenance of dwellings or the construction or erection of structures accessory to dwellings so long as no additional dwelling units are created.
(d) 
Conversion of apartments to condominiums or cooperatives in accordance with the provisions of this Code.
(e) 
Residential projects (including non-restricted units) which conform to the minimum requirements set forth in Section 10-2.704 (Special housing overlay (SPL) district), subsection (g), including affordable occupancy standards, target households and retention period. For purposes of this Section 10-6.401 (Applicability), minimum requirements of Section 10-2.704 (Special housing overlay (SPL) district), subsection (g) shall apply to apply to all residential projects regardless of zone district, including properties without an SPL designation.
