The Town Clerk shall be authorized to assign appropriate numbers to bylaw sections, subsections, paragraphs and subparagraphs, where none are approved by Town Meeting, and, if so approved by Town Meeting, to make nonsubstantive, editorial revisions to ensure consistent and appropriate sequencing and numbering, with the approval of the Town Manager, provided that such editorial revisions shall be identified by a footnote or other convention.

At the 10-18-2025 Fall Annual Town Meeting (Art. 10), the Town voted to renumber and recaption the 1999 General Bylaws of the Town and to adopt the Code of the Town of Plymouth, including the changes detailed in Schedule A and stylization of the text. A.
Whenever the word "street" or "streets" is mentioned in these bylaws, it should be understood as meaning all alleys, lanes, courts, public squares and public places, including sidewalks and gutters, unless the contrary is expressed or the construction would be inconsistent with the manifest intent.
B.
Whenever the word "person" is used in these bylaws, it shall mean any individual, firm, association or corporation, as such appellation may apply.

Any person who shall violate any provision of these bylaws, in cases not otherwise provided for herein or by law, shall pay a penalty not exceeding $300 for each offense.

A.
Any bylaw of the Town of Plymouth or rule or regulation of its boards, commissions and committees, the violation of which is subject to a specific penalty, may, in the discretion of the Town official who is the appropriate enforcing person, be enforced in the method provided in MGL c. 40, § 21D.
B.
"Enforcing person," as used in this section, shall mean any police officer of the Town of Plymouth with respect to any offense and the Airport Manager and their designees, Director of Inspectional Services and their designees, the members of the Conservation Commission and its designees, the Harbor Master and their designees, the Health Director and their designees, the Sealer of Weights and Measures and their designees, Director of Public Works or their designee, Fire Chief or their designee, and such other officials as the Select Board may from time to time designate, each with respect to violation of bylaws and rules and regulations within their respective jurisdictions. If more than one official has jurisdiction in a given case, any such official may be an enforcing person with respect thereto.
