For the purposes of this chapter, the terms "livery" or "limousine" shall mean any vehicle utilized for the conveyance of persons for hire from place to place which is not referenced in Title
5, Chapter
5.44, Section
5.44.010. A taxicab with a taximeter is expressly excluded from this definition.

The chief of police shall have exclusive authority to make rules and orders for the regulation of liveries and limousines, including the authority to change the license fees set forth in Section
5.45.030. Such rules, regulations and ordinance changes shall not take effect until after public hearing no less than seven days after such rules, regulations or changes, and the date for public hearing, have been advertised in a newspaper of general circulation within the city.

No person operating a livery or limousine shall accept a fare
or any money from a passenger except under the following conditions:
the transportation must be arranged by reservation in advance of at
least two hours.

The provisions of this chapter shall be enforced by the Revere
police department.

Any person or entity violating any of the provisions of this chapter shall be subject to a fine of up to three hundred dollars per offense. Each day on which a violation exists shall be deemed to be a separate offense. In addition to any fine, any person or entity violating any provision of this chapter shall also be subject to forfeiture of a livery driver's license and/or livery vehicle certificates. The Revere police department shall also have the right to enforce this chapter pursuant to the non-criminal disposition procedures set forth in Chapter
1.12.
