(a) 
Office; appointed.
The judge of the municipal court shall be appointed by the city council The judge shall preside over the municipal court and shall serve for a two-year term of office and at such salary as is prescribed by the city council. The judge of the municipal court may be removed at the will of the city council.
(b) 
Vacancy in office of judge.
In the absence of the regular municipal judge, the city council may appoint any other person qualified for the position to sir for the regular municipal judge or the mayor may serve as ex officio judge until a judge is appointed.
(c) 
Office of clerk; duties.
The city secretary shall be the clerk of the court. The clerk of the municipal court shall keep the minutes of the proceedings of the court, issue all process and generally perform all the duties of the clerk of a court as prescribed by law for a county clerk insofar as the same may be applicable.

(a) 
Established.
There is hereby created and established a municipal court technology fund pursuant to article 102.0172 of the Code of Criminal Procedure. The fund may be maintained in an interest-bearing account and may be maintained in the general revenue account.
(b) 
Amount of fee; collection.
(1) 
The fee shall be in the amount of four dollars ($4.00).
(2) 
The fee shall be assessed and collected from the defendant upon conviction for misdemeanor offense in the municipal court as a cost of court. A defendant is considered convicted if a sentence is imposed on the person; the person is placed on community supervision, including deferred adjudication community supervision; or the court defers final disposition of the person's case.
(3) 
The clerk of the court shall collect the fee and pay the fee to the finance director of the city who shall deposit the fee into the municipal court technology fund.
(c) 
Use of the fund.
The fund shall be used only to finance the purchase of technological enhancements for the municipal court of the city including:
(1) 
Computer systems;
(2) 
Computer networks;
(3) 
Computer hardware;
(4) 
Computer software;
(5) 
Imaging systems;
(6) 
Electronic kiosks;
(7) 
Electronic ticket writers; or
(8) 
Docket management systems.

(b)

(1) 
The fee shall be in the amount of four dollars and 90 cents ($4.90).
(2) 
The fee shall be assessed and collected from the defendant upon conviction for misdemeanor offense in the municipal court as a cost of court. A defendant is considered convicted if a sentence is imposed on the person; the person is placed on community supervision, including deferred adjudication community supervision; or the court defers final disposition of the person's case.
(3) 
The clerk of the court shall collect the fee and pay the fee to the finance director of the city who shall deposit the fee into the municipal court building security fund.
(c) 
Use of the fund.
The municipal court building security fund may be used only to finance the following items when used for the purpose of providing security services for any buildings housing the municipal court:
(1) 
The purchase or repair of x-ray machines and conveying systems;
(2) 
Hand-held metal detectors;
(3) 
Walk-through metal detectors;
(4) 
Identification cards and systems;
(5) 
Electronic locking and surveillance equipment;
(6) 
Bailiffs, deputy sheriffs, deputy constables, or contract security personal during times when they are providing appropriate security services;
(7) 
Signage;
(8) 
Confiscated weapon inventory and tracking systems;
(9) 
Locks, chains or other security hardware;
(10) 
The purchase or repair of bullet-proof glass;
(11) 
Continuing education on security issues for court personnel and security personnel; and
(12) 
Warrant officers and related equipment.
