As used in this chapter, the following terms shall have the meanings indicated:
PROHIBITED CONDUCT
A. 
The unauthorized solicitation of money in any form;
B. 
The unauthorized solicitation of food, beverages, or any other item of monetary value;
C. 
Continuing to solicit an individual after they have declined the solicitation verbally, by physical sign, by attempting to leave the presence of the person soliciting, or by any other negative indication;
D. 
Blocking the passage of the individual solicited; or
E. 
Otherwise engaging in conduct that could reasonably be construed as intending to compel or force a person to accede to a solicitation.
REGULATED AREA
A. 
An area designated for outdoor business, dining, or consumption of food or beverages of any kind;
B. 
Within 25 feet of an area designated for automated teller machines (ATMs) or banks;
C. 
An area designated for public parking, or within 25 feet of payment kiosks or street parking meters; or
D. 
Any other area where, due to heightened vehicle or foot traffic, there is an increased risk of injury, increased congestion, or interference with ingress and egress.
No person shall:
A. 
Engage in prohibited conduct in a regulated area;
B. 
Create or cause to be created a breach of peace, as that term is defined in the Connecticut General Statutes;
C. 
Create or cause to be created a public disturbance, as that term is defined in the Connecticut General Statutes;
D. 
Commit disorderly conduct, as that term is described in the Connecticut General Statutes.
Violating this chapter may result in a fine of $250.
