A. 
There are four (4) categories of City employees: classified service, exempt service, temporary service, and part-time service.
1. 
Classified Service. Classified service employees are all employees other than exempt, temporary, and part-time service employees who consistently work thirty-two (32) or more hours per week and whose services are not limited in duration. Unless specifically designated otherwise, this Policy Manual shall apply to employees of the classified service.
2. 
Exempt Service.
a. 
Exempt service employees shall include the full-time exempt employees (City Administrator, Police Chief and Public Works Superintendent), all elected officials and members of citizens' boards and commissions, City Treasurer, City Attorney, City Engineer, Prosecuting Attorney, Municipal Judge, Provisional Municipal Judge, consultants and counsel, and all other personnel appointed to serve without compensation.
b. 
In addition to being classified as exempt service employees in this manual, the City Administrator, Police Chief, and Public Works Superintendent are also exempt positions under the Fair Labor Standards Act ("FLSA").
c. 
Where expressly stated, this Policy Manual shall apply to employees holding the position of City Administrator, Police Chief, and Public Works Superintendent.
3. 
Temporary Service. Temporary service employees include seasonal employees, individuals employed on an interim basis for a specified period of time, not to exceed six (6) months of employment per calendar year. Such employees are not eligible for benefits. Temporary employees may be dismissed at will by the City Administrator without recourse to the appeals process.
4. 
Part-Time Service. Part-time service employees include individuals employed less than thirty (30) hours per week. Such employees are not eligible for benefits. Part-time service employees may be dismissed at will by the City Administrator without recourse to the appeals process.
