No unauthorized person shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment which is a part of the wastewater works or sewer collection system. Any person violating this provision shall be subject to immediate arrest under charge of disorderly conduct and shall be made to provide adequate restitution to restore the wastewater system to prior condition.

A. 
No owner, agent, occupant or other person having charge of a building connected or to be connected with any public sewer shall allow, direct or permit the repair or obstruction of a public sewer, or any excavation to be made for the purpose of connection to the public sewer, except by a person duly licensed for that purpose.
B. 
Duly licensed persons shall meet all the conditions set by the Commissioner, maintain current registrations and meet obligations of this chapter.
