This chapter lists the residential zones established by section 11-4-2, the types of uses allowed in residential zones, and the development standards in each residential zone.

A. 
Estate Residential (ER-3). The Residential Estate zone is intended to accommodate detached large lot and estate ranch-type dwelling units not to exceed one dwelling unit per three acres. Public and quasi-public uses, and similar or compatible uses may be appropriate.
B. 
Estate Residential (ER-1). The Residential Estate zone is intended to accommodate detached large lot and estate ranch-type dwelling units not to exceed one dwelling unit per one acre. Public and quasi-public uses, and similar or compatible uses may be appropriate.
C. 
Residential Low Density (R-1). The Residential Low Density zone is intended to accommodate detached dwelling units not to exceed one dwelling units per one acre. Public and quasi-public uses, and similar or compatible uses may be appropriate.
D. 
Planned Residential (PR). The Planning Residential zone is intended for single unit detached dwellings, that may include infrastructure and/or open spaces maintained by a financing mechanism such as a community facilities district, landscape and lighting district or homeowners association. Density of up to two dwelling units per one acre is permitted.
E. 
Residential Medium Density (R-2). The Residential Medium Density zone is intended for single- and multi-family dwelling unit, typically comprised of detached single-family and/or medium-density, multi-family dwellings on smaller parcels. Density range for proposed developments is three units per one acre up to eight units per one acre. Public and quasi-public uses, and similar or compatible uses may also be appropriate.
F. 
Residential High Density (R-3). The Residential High Density Residential zone is intended to accommodate small-lot detached and attached multi-unit dwellings at densities ranging from eight units per one acre up to 20 units per one acre. Public and quasi-public uses, and similar or compatible uses may also be appropriate.
G. 
Mobile Home Park (MHR). The Mobile Home Park zone is for the development of mobile home parks not to exceed eight units per one acre.
H. 
Housing sites identified in the Housing Element shall have a density of 20 dwelling units per acre.

Permits Required. All uses identified as permitted or "P" may require approval of one or more of the following planning applications (as well as a building permit if a new or modified structure is involved):
a. Zoning Clearance (Section 11-16-3)
b. Development Plan (Section 11-16-4)

Clustered Development. The clustered residential density shall not exceed the density allowed by the zone district.
3.
Transitional Housing and Supportive Housing. Transitional housing and supportive housing shall be considered residential use of property and shall be subject only to those restrictions that apply to other dwellings of the same type in the same zone. Supportive housing shall be a use by right in all zones where multifamily and mixed uses are permitted if the proposed project meets the requirements of Government Code sections 65650-65656.

The following are regulations as indicated for each residential zone.
A. 
Open Space and Landscaping in R-2 and R-3 Zones.
1. 
Required Landscaping. A minimum width of five feet of landscaping shall be constructed between any parking area or driveway, and a property line.
2. 
Alteration of Existing Landscaping. Any alteration to landscaped areas for the purpose of replacing all or a portion of the landscaped area with paving, hard surface or gravel shall first be reviewed and approved by the design review committee, or, if part of an application to the planning commission, by the planning commission with recommendation from the design review committee.
B. 
Condominiums and Stock Cooperatives. The following requirements may be applied by the review authority for condominium or stock cooperative developments:
1. 
Private Storage Requirement. Each dwelling unit shall be provided with at least 100 cubic feet of enclosed storage space on site, which shall not include usable storage space within the dwelling units, such as closets, cabinets and pantry.
2. 
Utility Metering. Individual metering for utilities shall be provided for each unit, unless such metering would be in conflict with an innovative, energy efficient or resource-conserving utility system designed for the project. Master meters may be utilized as approved by the utilities director.
3. 
Requirement for Separate Laundry Facilities. Separate laundry facilities, including a clothes washer and dryer, shall be required in each dwelling unit.
4. 
Private Open Space. Each dwelling unit shall include a private open space that is a minimum of 80 square feet. Minimum dimension, width or depth, of any private residential open space shall be five feet. The private open space shall be accessible from within the unit and may include patio areas, balconies, and decks, but does not include stairs, entrance decks, stoops, and/or landings.
5. 
Common Open Space. Common open space and recreation areas shall be provided.
C. 
Mobile Home Park (MHR) Additional Standards. The following are additional development standards for mobile home parks.
1. 
Parking Requirement.
a. 
Number of Spaces. Two parking spaces shall be provided for each mobile home site. Such parking spaces may be permitted on individual sites or one parking space may be provided on the individual sites and the other parking space may be located in common parking areas located throughout the mobile home development.
b. 
Vehicle Storage. Storage parking facilities for recreational vehicles shall be constructed at the ratio of one storage space for each five mobile home sites. Storage areas shall be screened by landscaping and fencing for security purposes. Minimum dimensions for each storage space shall be 10 feet by 20 feet.
2. 
Garages. Any garage must be set back 15 feet from the front line of a mobile home site.
3. 
Location of Common Parking. Common parking areas shall be located no closer than 10 feet to any mobile home site.
4. 
Open Space and Landscaping.
a. 
Open Space Requirements. A minimum of 15% of the gross area of the mobile home development shall be common open space, which shall include a recreational area and facilities for the use of the residents of the mobile home park. Such facilities shall generally be provided in a central location and may include lawn and picnic areas, swimming pools, and tennis courts. Laundry facilities or other non-recreational uses shall not be included in the common open space. Improved sidewalks, walkways or paths shall link all mobile home sites to recreational facilities. If the mobile home park is to be developed in phases, the open space/common recreational area must be developed during the first phase of construction.
b. 
Mobile Home Park Condominium Development. Title to the common open space, common recreational amenities and private streets in a mobile home park condominium development shall be conveyed to a nonprofit association of all homeowners within the project area, or any other nonprofit individual or entity on such reasonable terms and conditions as the city council may prescribe subject to conveying to the city the rights to develop such common open space with anything except open space, noncommercial recreational facilities, common parking areas and private streets.
c. 
Maintenance. Preservation and maintenance of all common open space, common recreational facilities, common parking areas and private streets shall be the obligation of the individual or entity holding title to said areas.
d. 
Landscaping Location. Perimeter setback areas which are part of the common open space of the mobile home development shall be landscaped. Unsightly areas within the development such as common parking areas and trash storage areas shall be thoroughly screened by landscaping.
5. 
Additional Requirements Building Requirements.
a. 
Skirting. Skirting shall be required for all mobile homes.
b. 
All development shall be in compliance with Title 25, Division 1 of the California Code of Regulations.
