A person commits the offense of illegal operation of a vehicle for hire if:
A. 
Without a valid, effective license or permit, the person operates or drives a vehicle for hire, or allows another person to operate or drive a vehicle for hire;
B. 
The person operates or drives a vehicle for hire without a valid driver's license from the State of Illinois or without a valid vehicle for hire driver's permit from the City of Bloomington, or allows another person to do so;
C. 
The person operates or drives or allows another to operate or drive a vehicle for hire which lacks proper State of Illinois license plates or a City of Bloomington vehicle for hire license or permit; or
D. 
The person operates or drives or allows another to operate or drive a vehicle for hire with a meter that is not properly recording the distance driven.
A person commits the offense of filing a false application if they knowingly make a misstatement of fact on any application for a license or a vehicle for hire driver's permit. Based on the applicant's access to such information, any misstatement of fact on any such application shall be presumed to have been knowingly made unless the applicant can prove that such misstatement was not knowingly made.
It is illegal for a person to commit the offense of refusal to carry orderly persons if they refuse or neglect, or if a holder allows a driver to refuse or neglect to convey any orderly person or persons upon request unless previously engaged or unless unable or forbidden to do so by the provisions of this Chapter.
It is illegal for a holder to commit the offense of supplying insufficient service if:
A. 
They fail to provide twenty-four-hour taxicab service as required by § 40-506; or
B. 
They fail to provide vehicle for hire service to a bona fide caller within 30 minutes of the time that a request for a vehicle for hire is made.
A. 
A person commits the offense of improper vehicle use if they violate any provision of the Illinois Vehicle Code (625 ILCS 5), Chapter 29 of the City Code, or any similar Codes or Ordinances of the Town of Normal or City of Bloomington.
B. 
Except as provided by State Law, no person shall transport, carry, possess, or have any alcoholic liquor in the passenger area of a vehicle for hire in the City of Bloomington or the Town of Normal, except in the original package and with the seal unbroken.
It shall be a violation of this Chapter to respond to a call for service directed to any other company. The City Manager may impose a violation of this Section by suspension or revocation of the license, vehicle for hire driver's permit, or both, in addition to the penalties contained in § 40-616 of this Chapter.
It shall be unlawful for any holder of a license to place, or cause to be placed, any advertisement for services on public property. Advertisements for service placed on private property shall only be located in accordance with the City's Sign Code and with the written consent of the property owner.
A. 
The penalty for the operation of an illegal vehicle for hire as described in § 40-601 of this Article shall be a fine of not less than $250 nor more than $1,000 for the first offense and a fine of not less than $500 nor more than $3,000 for second and subsequent offenses. Vehicles operating as illegal vehicles-for-hire within the City of Bloomington may be seized and impounded pursuant to § 29-2208 of the City Code. In addition, anyone found to have illegally operated a vehicle for hire is subject to having their license or driver's permit suspended or revoked. A separate offense shall be deemed committed each day during which an offense occurs or continues.
B. 
For all offenses enumerated in this article, with the exception of § 40-601, the penalty shall be a fine of no less than $100 and no more than $500 for each offense. In addition to said fine, violators may have their license or driver's permit suspended or revoked. A separate offense shall be deemed committed each day during or on which an offense occurs or continues.
