The inhabitants of the City of Cranston as its boundaries now are or may hereafter be shall continue to be a body politic and corporate under the name of the City of Cranston and as such shall have, exercise and enjoy all rights, immunities, powers, privileges and franchises, and shall be subject to all the duties and obligations of a municipal corporation under the constitution and laws of the State of Rhode Island.
The City of Cranston shall have and exercise all powers of local self government relating to its property, affairs and government not inconsistent with the constitution of the State of Rhode Island or laws enacted by the General Assembly in conformity with the powers reserved to the General Assembly. The powers of the city shall include, but not be limited to, all those heretofore or hereafter conferred on cities by general law or on the City of Cranston, its council or any board, commission or agency of said city by special act. The enumeration of particular powers in other portions of this Charter shall not be construed as limiting this general grant of powers, but shall be construed as in addition thereto.
The powers of the city shall be exercised in the manner provided by this Charter and if the manner of exercising any power is not specified herein, in such manner as the council may provide by ordinance.
