(a) 
Responsibility of parent. The parent of any child, and the guardian of any ward, shall not authorize or knowingly permit any minor child or ward to violate any of the provisions of this division.
(b) 
In addition to any other penalty authorized by law, any violation of this section shall constitute an infraction, and may be enforced pursuant to Chapter 1-9.

Any bicycle, electric bicycle, motorized bicycle, or off-highway vehicle is subject to being towed and stored at the owner's expense for any violation of this chapter until the owner is compliant with the provisions of this chapter and the California Vehicle Code are complied with. Property retained by the City of Avalon or Los Angeles County Sheriff's Department in excess of 90 days shall be disposed of in compliance with California Civil Code § 2080.4.

A seven-day notice of intent to remove will be attached to any bicycle, electric bicycle, motorized bicycle, or off-highway vehicle which is parked at a public facility for three or more consecutive days beyond the length of time permitted. The notice shall be mailed, by registered mail, to the last registered owner of such bicycle, unless the bicycle is unregistered or is in such condition that identification numbers are not available to determine ownership. If such bicycle is not removed within seven days of the mailing and/or posting of the notice of intent to remove, the City may remove and store such bicycle as provided in § 4-1.402. Neither the City nor a contractor thereof shall be liable for damage caused to a bicycle or a part thereof, or to any security device connected to the public property, by removal pursuant to this section.

The owner of any bicycle, electric bicycle, motorized bicycle, or off-highway vehicle found, stored, or recovered, which is stored by the City or its agents, shall be charged daily storage fees and/or release fee in an amount to be set by resolution of the City Council. Prior to release of bicycles, electric bicycles, and motorized bicycles, the owner shall pay the storage fees and apply for and receive a license pursuant to the provisions of § 4-1.201. Prior to the release of off-highway vehicles, the owner shall pay the storage fees and sign a waiver of liability on a form approved by the City Attorney.
