The purposes for establishing design review are as follows:
(a)
Effective implementation of the objectives and goals in the General Plan.
(b)
Standards and policies to promote and enhance quality architectural design, good site planning and the preservation of property values throughout the City.
(c)
Enhancement of the orderly and harmonious appearance of new development.
(d)
To complement the mandatory property development regulations contained in this title by providing good examples of potential design solutions and by providing design interpretations of the various mandatory regulations.
(e)
Maintenance of the public health, safety, general welfare, and property throughout the City by avoiding and preventing possible deterioration in the form of:
(1)
The appearance of open spaces, buildings, and related structures visible from public streets having a substantial effect on property values and the taxable value of property in the City.
(2)
Poor planning, neglect of proper design standards, and the construction of buildings and structures unsuitable and incompatible with the character of the neighborhood.
(f)
To protect the general health, welfare, and safety of the residents of the City.
