A.
Residents and visitors of the Borough of Englishtown shall be permitted to and encouraged to enjoy the Borough’s attractions, parks, restaurants, shops and other public and private facilities. However, when groups of people have planned to gather together at a park, public street or place, or quasi-public private property, when the use may impact public safety or Borough services, the Borough requires that they submit a permit request under certain conditions to ensure that the gathering will not result in a public disturbance.
B. PUBLIC DISTURBANCE SPECIAL EVENT
For the purposes of this article, the following definitions shall apply:
A gathering of persons that results in blockage of pedestrian traffic, motor vehicle traffic, or is likely to result in increased police presence or overtime costs, or the need to incur costs and overtime associated with the Department of Public Works.
A performance, show, entertainment, labor strike, party, political protests or other gathering of a group of people for a protracted period of time.
