A nonrefundable permit fee shall be collected at the time the application for a sediment and erosion control permit is submitted. The permit fee shall provide for the cost of plan review, administration, management of the permitting process, and inspections of permitted activities. If unscheduled inspections are required for a subject property other than those defined in SMC §
16.05.480, city employees' time for such inspections shall be charged to the permittee and/or other person subject to the provisions of this chapter on an hourly basis. The following schedule is hereby established:
