This chapter shall be administered and construed as follows:
A. 
Nothing in this chapter shall be construed to deny to any person, employee, organization, the city, or any authorized officer, body or other representative of the city, the rights, powers and authority granted by federal or state law.
B. 
This chapter shall be interpreted so as to carry out its purpose as set forth in Article I of this chapter.
C. 
In accordance with Government Code Section 3509, the enactment of this chapter shall not be construed as making the provisions of Section 923 of the Labor Code applicable to public employees.
