The purpose of this article is to establish requirements for the submission and review of Traffic Impact Analyses (TIA) for all development projects within the City of Jarrell and its extraterritorial jurisdiction (ETJ) to promote safe and efficient transportation infrastructure. This article also outlines exemptions for specific City-initiated projects.

(a) 
Requirement for submission.
(1) 
A Traffic Impact Analysis (TIA) shall be required for all development projects, regardless of size, scope, or expected traffic generation, within the City limits and the ETJ of the City of Jarrell.
(2) 
The TIA shall be submitted as part of the development application process and must be reviewed and approved by the City Engineer or their designee before any development permits or approvals are granted.
(b) 
Contents of the TIA.
The TIA shall include, but is not limited to, the following components:
(1) 
Project description and scope.
(2) 
Definition of the study area, including all affected intersections and roadway segments.
(3) 
Data collection and analysis of existing traffic conditions.
(4) 
Trip generation, distribution, and assignment analysis.
(5) 
Evaluation of future traffic conditions with and without the proposed development.
(6) 
Assessment of the level of service (LOS), delays, and queue lengths.
(7) 
Identification of potential traffic impacts and safety concerns.
(8) 
Recommended mitigation measures, including cost estimates and implementation timelines.
(9) 
Compliance with applicable City, state, and federal standards and guidelines.

The following projects shall be exempt from the TIA requirement:
(1) 
City-initiated infrastructure projects.
(A) 
Projects that are part of the City of Jarrell's Capital Improvement Program (CIP) and are designed to improve or expand the City's transportation infrastructure.
(B) 
Maintenance or rehabilitation projects that do not significantly alter existing traffic patterns or increase capacity.
(C) 
Emergency repairs or temporary installations necessitated by unforeseen circumstances, such as natural disasters or accidents.
(2) 
Public safety projects.
Projects initiated by the City of Jarrell to enhance public safety, such as the installation of traffic signals, signage, or road markings, that do not significantly alter traffic patterns.

(a) 
The City Engineer or their designee shall be responsible for reviewing all submitted TIAs to ensure compliance with this article and applicable standards.
(b) 
If the TIA identifies significant traffic impacts, the developer shall be required to implement mitigation measures as a condition of approval. The City Engineer may require modifications to the proposed development to address traffic concerns.
(c) 
The developer shall be responsible for all costs associated with the preparation of the TIA and the implementation of any required mitigation measures.

(a) 
Failure to submit a TIA in accordance with this article shall result in the denial of development permits or approvals until the required TIA is submitted and approved.
(b) 
Any development that proceeds without an approved TIA, or fails to implement required mitigation measures, shall be subject to penalties as provided by the City of Jarrell's Code of Ordinances.
