The City Manager shall have the power, in conformity with this code, to grant such permits as shall be prescribed or required by this code unless another officer is specifically given this authority. Every person desiring to obtain any permit which the City Manager is authorized by this section to issue shall make application to the City Manager stating the permit desired, the person who desires the same, the time which it will remain in force, the place and the particular time when it will be exercised. If the City Manager is satisfied that such a permit should be granted, he or she shall endorse upon such application his or her written order therefor and said application and order endorsed thereon shall be filed in the office of the City Clerk who shall thereupon issue to the person named in the said order the permit so ordered, provided that if any fee shall be prescribed for the issuance of such permit, such fee shall be paid to the City Collector and his or her receipt therefor shall be endorsed on said permit before the same shall be valid or of any effect. The City Manager shall have the power to revoke any permit ordered by him or her when it appears to him or her that the same is used in an illegal, disorderly or improper manner.
