The purpose of this chapter is to provide funding for transportation improvements that preserve, maintain, and, as appropriate, construct or reconstruct the transportation infrastructure of the Town of Woodway, consistent with Woodway Municipal Code Chapter 8.01 and Chapter 36.73 RCW, as enacted or subsequently amended.

As authorized by RCW 36.73.065, there is hereby imposed an annual vehicle fee to be collected by the Washington State Department of Licensing on qualifying vehicles as set forth in RCW 82.80.140, as enacted or subsequently amended.

A. 
The annual fee established in this chapter shall be in the following amounts for vehicle registration renewals due on or after February 1, 2026, or as soon thereafter as the Washington State Department of Licensing can reasonably incorporate collection of the fee:

B. 
In no event shall the fee be collected sooner than February 1, 2026, pursuant to RCW 82.80.140(4).

A. 
The revenues received from the fee imposed by this chapter shall be used for any purpose identified in this chapter and as provided by law, including the following:
1. 
Projects identified in the Town's Six-Year Transportation Improvement Program; and
2. 
Expanded projects identified in accordance with RCW 36.73.160, as enacted or subsequently amended; and
3. 
To acquire, invest in, operate, preserve, maintain, construct, improve, provide, and fund transportation infrastructure, facilities, systems, and programs of the Town; and
4. 
To improve the safety, performance, and security of such infrastructure, facilities, systems, and programs, consistent with the requirements of Chapter 36.73 RCW, as enacted or subsequently amended.
B. 
The cost of all construction, maintenance, preservation, operation, design, engineering, construction management, financial, legal and other consulting services, inspection and testing, administrative and relocation expenses, and other costs incurred in connection with the foregoing shall be deemed to be part of the transportation improvements.

The vehicle fee imposed by this chapter shall apply within the Town until January 31, 2036, and it shall thereafter cease to be imposed unless it is renewed with the affirmative vote of the voters voting at an election or a majority vote of the Town Council.
