The Commissioner may deny or request an amended application, or require the owner to obtain a valet parking permit, in the Commissioner's sole discretion, based upon:
A. The number of persons expected to attend during the period the permit is to be in effect.
B. The number of vehicles expected to be parked on the street or streets for which the permit is requested.
C. The location of the proposed parking, if it would not provide sufficient width for emergency vehicles to pass the parked vehicles.
D. The design (for example, a sharp curve) or nature (for example, a cul-de-sac) of the streets where the vehicles are proposed to be parked.
E. The nature of any vehicles, other than passenger vehicles, which are expected to be parked pursuant to the permit, which might not provide sufficient width for emergency vehicles to pass and/or which would conflict with the residential nature of the neighborhood.
F. Another parking permit has been issued for the same dates and at times on the same or nearby streets that might conflict with the proposed parking.
G. An owner of the premises has failed to comply with the parking requirements when one or more previous parking permits were issued for those premises.
