As used in this article, the following terms shall have the meanings indicated:
COMMISSIONER
the Commissioner of the Village Police Department or the Commissioner's designee.
PERMIT
a parking permit.
STREETS
public and private streets within the Village.
VALET PERMIT
a valet permit issued pursuant to Chapter 149 of this Code.
VEHICLE
a vehicle parked pursuant to a permit.
A. 
No person shall park on any street in which parking is prohibited or where the width of the road will be reduced to fewer than 20 feet without a permit issued by the Commissioner.
B. 
The permit shall be limited to the date or dates and time or times set forth in the permit.
C. 
The Board of Trustees may require a fee for a permit, which, if required, shall be established, from time to time, by resolution of the Board of Trustees.
A. 
The permit shall be for an event taking place at a residence within the Village of Kings Point.
B. 
The application shall be made by an owner of the premises.
C. 
At least one owner of the premises shall be at the premises at all times when the permit is in effect.
D. 
The application shall contain the following information:
(1) 
The name of the owner making the application.
(2) 
The name of the owner who will be present at the premises at all times when the permit is in effect.
(3) 
The address of the premises where the event is to take place that requires the permit.
(4) 
The day or days for which the permit is requested.
(5) 
The time on each day for which the permit is requested.
(6) 
A telephone number at which the owner who will be at the premises at all times when the permit is in effect at which that owner may be contacted during the period the permit is to be in effect.
(7) 
The number of persons expected to attend during the period the permit is to be in effect.
(8) 
The number of vehicles expected to be parked on the street or streets for which the permit is requested.
(9) 
Whether any vehicles, other than passenger vehicles, are expected to be parked pursuant to the permit and, if so, the nature of those vehicles.
(10) 
The streets and approximate locations on the streets (by house number address and/or cross streets) where the vehicles are expected to be parked.
A. 
All vehicles shall be parked only on one side of a street.
B. 
If a vehicle is parked on one side of a street, no vehicle shall be parked or remain parked on the opposite side of the street of that vehicle.
C. 
The streets shall at all times be sufficiently clear of vehicles for fire trucks and other emergency vehicles to safely pass.
D. 
At no time shall any streets be closed.
E. 
At no time shall vehicles be parked so that there are not distances of at least 20 feet along the side of the road at which no vehicles are parked, which shall not be less than 400 feet apart.
The Commissioner may deny or request an amended application, or require the owner to obtain a valet parking permit, in the Commissioner's sole discretion, based upon:
A. 
The number of persons expected to attend during the period the permit is to be in effect.
B. 
The number of vehicles expected to be parked on the street or streets for which the permit is requested.
C. 
The location of the proposed parking, if it would not provide sufficient width for emergency vehicles to pass the parked vehicles.
D. 
The design (for example, a sharp curve) or nature (for example, a cul-de-sac) of the streets where the vehicles are proposed to be parked.
E. 
The nature of any vehicles, other than passenger vehicles, which are expected to be parked pursuant to the permit, which might not provide sufficient width for emergency vehicles to pass and/or which would conflict with the residential nature of the neighborhood.
F. 
Another parking permit has been issued for the same dates and at times on the same or nearby streets that might conflict with the proposed parking.
G. 
An owner of the premises has failed to comply with the parking requirements when one or more previous parking permits were issued for those premises.
