The purpose of this chapter is to set forth the regulations for the placement, development, permitting, and removal of small wireless facilities. Among the purposes included are to:
A.
Minimize potential adverse visual, aesthetic, and safety impacts of small wireless facilities.
B.
Establish objective standards for the placement and aesthetics of small wireless facilities.
C.
Ensure that such standards allow competition and do not unreasonably discriminate among providers of functionally equivalent services.
D.
Encourage the design of such small wireless facilities to be aesthetically and architecturally compatible with the surrounding utility poles, water towers, traffic signals, street lights and natural environments where possible.
E.
Encourage the attachment of small wireless facilities on existing support structures to help minimize the total number and impact of such structures throughout the community.
F.
Facilitate the use of public property and structures for small wireless facilities, where possible, to reduce the impact of small wireless facilities upon residential property.
G.
Protect the residential aesthetic of the city.
