All warrants of the city shall bear the signatures, facsimile or actual, of the mayor and the city treasurer. In the case of sickness or absence of any of the two named officers, the city manager is hereby empowered to sign said warrants in the place and stead of said sick or absent officer.

All warrants issued by the city of Pacific Grove, in any capacity whatsoever, which shall remain uncashed or unpresented to the city for payment for a period of six months from and after the date of their issuance, may be canceled by the city treasurer and the amount of said warrants shall be returned to the general fund of the city.

Any warrants issued by the city of Pacific Grove and retained by the city clerk or treasurer for the purpose of having the payee call for the same may be canceled by the city treasurer after a period of one year from the date of issuance, after first sending a written notice thereof to the payee of said warrant at his or her last known address. If said notice is not answered within 15 days from and after the date of its mailing, said warrant may be declared canceled by the city treasurer and the amount of said warrant shall be returned to the general fund of the city.

(a) 
Pursuant to Article 36 of the city charter the city manager is authorized to approve any expenditure without presentation to the council if the city manager determines that a demand for such expenditure is one for an item included within an approved budget appropriation and for purchases and contracts for all expenditures, which is authorized pursuant to Chapter 2.16 PGMC.
(b) 
Warrants for wages and salaries shall be approved and paid without the necessity of any demand therefor.
(c) 
Nothing herein shall excuse the need for competitive bidding when prescribed by charter or other city requirement, nor shall any expenditure be made in excess of budget limitations generally covering the expenditure.
(d) 
Items not included in an approved budget appropriation shall require council approval; provided, that the city manager may, in his or her discretion, submit such items to the council for advance approval.
