A. 
Pursuant to Sacramento County Charter Section 15(l), there is established within County government a group of departments largely responsible for the provision of administrative services. These departments shall be under the control and direction of an Administrator. The Administrator shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Administrator shall oversee the following departments and office: Finance, Clerk/Recorder, General Services, Personnel Services, Technology, Voter Registration, Office of Emergency Services, and Animal Care Services. Any reference in this Code to the Human Resource Agency, the Administration and Finance Agency, the Internal Services Agency, or the Administrative Services Agency shall be deemed to be references to this group of departments and the Administrator.
B. 
The Administrator shall have the following duties and responsibilities:
1. 
Directing and controlling the operations of the assigned departments;
2. 
Oversee the preparation and review of annual budgets, in accordance with established procedures, for the support, maintenance, and operation of the assigned departments and other activities;
3. 
Act as liaison to the Office of the County Assessor;
4. 
Coordinate with the Sacramento Public Library Authority, Sacramento County Employees Retirement System, the Sacramento County Local Agency Formation Commission, and the Civil Service Commission; and
5. 
Such other duties and responsibilities as the County Executive or Assistant County Executive may assign.

A. 
There is established the Department of General Services. The Department shall have and exercise the following duties and responsibilities:
1. 
Plan, organize, direct and control all of the activities of the Department of General Services;
2. 
Conduct studies and make recommendations to the Board of Supervisors, County Executive, the Assistant County Executive, and the Administrator on policies and programs affecting County interdepartmental services or other matters assigned to the Department;
3. 
Advise and assist officials of County agencies, departments, boards and commissions with respect to general services matters;
4. 
Represent the County in coordinating, negotiating, and working with other agencies, organizations, groups, and individuals with respect to matters assigned to the Department;
5. 
Provide real estate functions to the County and County departments, including County owned, County leased, and Special District facilities, in the following services areas: acquisition or acceptance of interests in real property, settlement of right-of-way and other real property acquisitions in eminent domain, executing purchase and sales agreements, leases, deeds, easements and other documents, property management, contracting for appraisers and other real estate experts, and other related activities;
6. 
Provide fleet management and parking services to the County and County departments in the following service areas: inspection, maintenance and repair, utilization, disposal, and procurement of County vehicles and equipment, and oversight of parking operations and fleet/parking facility management;
7. 
Provide architectural and engineering services to the County and County departments in both County-owned and leased facilities in the following service areas: mechanical, electrical, and environmental engineering and architectural design, provide project management, plans, and specifications for the construction, alteration or repair of buildings, structures, improvements and equipment, interior design and remodels, recommend awarding of contracts for construction, repair and maintenance of facilities, and manage other County administered construction or design projects;
8. 
Provide facility planning and management services to the County and County departments in both County owned and leased facilities in the following service areas: comprehensive master planning, county owned facilities planning, capital improvement and construction management planning, leased facility planning, energy management, computer aided facility management, custodial services, and implementation of the construction, repair, and maintenance of facilities;
9. 
Provide contracts and purchasing services to the County and County departments, including services which prior to 2012 were assigned to the Office of Administration of the Municipal Services Agency, in the following areas: preparing requests for proposals, requests for bids, requests for information, and requests for qualifications, reviewing bids and proposals, negotiating, awarding, and preparing contracts, responding to bid protests, and purchasing commodities and services;
10. 
Provide support services to the County and County departments in the following areas: printing services, stores, U.S. mail processing, inter-office messenger service, warehousing, and surplus property sales and redistribution;
11. 
Provide security services to the County and County departments in the following areas: securing County-owned assets, patrol of County assets, and camera and alarm system management;
12. 
Prepare an annual budget in accordance with established procedures for the support, maintenance and operations of the Department; and
13. 
Perform such other duties as may be required or authorized by the County Executive, the Assistant County Executive, or the Administrative Services Administrator.
B. 
There is established within the Department of General Service the position of Director of General Services. The Director of General Services shall be the head of the Department of General Services, and in that capacity shall, subject to the control and direction of the Administrative Services Administrator, carry out the duties and responsibilities of the Department and shall supervise and direct the work of the staff assigned to the Department including, through designees, the duties of County Purchasing Agent as set forth in Chapter 2.56 of this Code.
C. 
The Director shall act as the appointing authority for personnel matters within the Department.
D. 
The Director of General Services shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.

A. 
There is established the Department of Personnel Services. The Department shall have and exercise the following duties and responsibilities:
1. 
Study and make recommendations to the Board of Supervisors, the County Executive, Assistant County Executive and the Administrative Services Administrator on personnel matters and other matters assigned to the Department including, but not limited to, exam development and administration, certification, classification and compensation and on other matters assigned to the Department;
2. 
Advise and assist the officials of County agencies, departments, boards, and commissions with respect to employee health; affirmative action; work force diversity; embedding equity and inclusion; and regulatory compliance in relation to employee complaints based upon discrimination or harassment and on other matters assigned to the Department;
3. 
Advise and assist the officials of County agencies, departments, boards, and commissions with respect to employee training and support and provide direct employee training and support;
4. 
Advise and assist County agencies, departments, and employees in complying with applicable personnel rules, policies, equity initiatives, and the provisions of negotiated agreements related to affirmative action; work force diversity; regulatory compliance; and personnel actions;
5. 
Prepare an annual budget, in accordance with established procedures, for the support, maintenance, and operation of the Department;
6. 
Represent the County in dealing with other agencies, organizations, groups, and individuals with respect to affirmative action; work force diversity; equity and inclusion; and regulatory compliance;
7. 
Advise and assist the officials of County agencies and departments with respect to the imposition of appropriate disciplinary measures;
8. 
Conduct of harassment and discrimination investigations; when appropriate, and in consultation with counsel, coordinate outside investigators. Advise and assist the officials of County agencies and departments with respect to the imposition of appropriate remedial measures;
9. 
Identify and evaluate all risks of accidental loss through inspections, review of liability issues related to contracts, review of losses, and coordination of these matters with all County departments;
10. 
Select appropriate risk management techniques for resolving exposure problems as appropriate, including the purchase and administration of insurance;
11. 
Develop and maintain an information system for timely and accurate recording of losses, claims, insurance premiums and other risk-related costs;
12. 
Recommend selection of property and liability insurance sources;
13. 
Negotiate adjustment and settlements of insured and uninsured losses as directed by the County Executive or in compliance with Board of Supervisors approved settlement policy;
14. 
Administer the County's liability and property insurance program, including coordination with all firms that provide services related to the administration of the County's program;
15. 
Advise and assist officials of County agencies, departments, boards, and commissions with respect to risk management and insurance matters, and ensure compliance with legal requirements and policies administered by the Department;
16. 
Represent the County in dealing with other agencies, organizations, groups, or individuals with respect to risk management and insurance matters;
17. 
Administer the County's self-insured workers' compensation program;
18. 
Administer County employee group insurance program, including coordination with all providers of contracted services related to the group insurance program;
19. 
Administer, coordinate and monitor the Injury Prevention Program. The head of each County Department shall be responsible for implementing and supervising the Injury Prevention Program within their respective departments;
20. 
Coordinate and monitor the County's safety program, including advice and technical assistance to County departments and investigation of accidents.
21. 
Prepare and conduct negotiations with recognized County employee organizations;
22. 
Advise County officials on labor relations issues involving County employees;
23. 
Represent the County Executive on County employee grievance appeals;
24. 
Advise and assist County compliance with labor agreements, laws governing collective bargaining, and the County employee relations ordinance and related policies;
25. 
Provide representation or assistance in labor arbitrations and litigation relating to County employee relations;
26. 
Prepare annual budgets, in accordance with established procedures, for the support, maintenance, and operation of the Labor Relations Office;
27. 
Represent the County in dealing with other agencies, organizations, groups and individuals with respect to County labor relations issues;
28. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Chief Operations Officer or the Administrative Services Administrator; and
29. 
Provide support for the County's collection, analysis, and regular transparent reporting of progress to achieve cultural competency, support an environment where employees and community members feel welcomed, supported valued, and re-shape policies and practices with an equity lens.
B. 
There is established within the Department of Personnel Services the position of Director of Personnel Services. The Director of Personnel Services shall be head of the Department of Personnel Services and in that capacity shall, subject to the control and direction of the Administrative Services Administrator, carry out the duties and responsibilities of the Department of Personnel Services and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Personnel Services shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter.
D. 
Notwithstanding any of the foregoing, any and all decisions by the County relating to the management and conduct of the defense of claims shall be provided exclusively by the Board of Supervisors or County Counsel. The Director of Personnel Services, the Risk Manager or any Claims Administrator is not authorized to act upon directions, recommendations, requests or advice issued by any other County agency, board, commission, officer or employee.

A. 
There is established the Department of Finance, Revenue Recovery Division. Such division under leadership of the Director of Finance shall have and exercise the following duties and responsibilities:
1. 
Study and make recommendations to the Board of Supervisors and the County Executive on collection of accounts and other matters assigned;
2. 
Advise and assist the officials of County agencies, departments, courts and other governmental units with respect to accounts collection activities;
3. 
Represent the County in dealing with other agencies, organizations, groups, and individuals with respect to County account collection activities; and
4. 
Perform such other duties and activities as may be required or authorized by the County Executive, and the Assistant County Executive, or the Administrative Services Administrator.
B. 
Pursuant to Section 2.12.010, the Director of Finance will serve as the Director of Revenue Recovery. The Director shall serve as the County Financial Evaluation Officer pursuant to Chapter 15 (commencing with Section 27750) of Part 3 of Title 3 of the Government Code.
