A.
Pursuant to Sacramento County Charter Section 15(l), there is established within County government a group of departments largely responsible for the provision of administrative services. These departments shall be under the control and direction of an Administrator. The Administrator shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Administrator shall oversee the following departments and office: Finance, Clerk/Recorder, General Services, Personnel Services, Technology, Voter Registration, Office of Emergency Services, and Animal Care Services. Any reference in this Code to the Human Resource Agency, the Administration and Finance Agency, the Internal Services Agency, or the Administrative Services Agency shall be deemed to be references to this group of departments and the Administrator.
B.
The Administrator shall have the following duties and responsibilities:
1.
Directing and controlling the operations of the assigned departments;
2.
Oversee the preparation and review of annual budgets, in accordance with established procedures, for the support, maintenance, and operation of the assigned departments and other activities;
3.
Act as liaison to the Office of the County Assessor;
4.
Coordinate with the Sacramento Public Library Authority, Sacramento County Employees Retirement System, the Sacramento County Local Agency Formation Commission, and the Civil Service Commission; and
5.
Such other duties and responsibilities as the County Executive or Assistant County Executive may assign.
