In order for a municipal board, commission or committee to conduct a meeting, except to adjourn to a later time and/or date, a quorum must be present. A quorum shall be not less than 50 percent of the total membership of the board, commission or committee. Vacancies in memberships shall be counted in determining whether or not there is a quorum.
