At the first meeting after the canvass of the general election, or if all council members were elected at the primary election then at the second meeting following the date of the general election, immediately following the roll call, the council members shall choose a mayor from among their number by the following process:
A.
Each council member may nominate up to one member of the council as a candidate for mayor, and the nominated member shall indicate whether he or she is willing to serve. After all council members have had an opportunity to nominate a candidate, those nominated who are willing to serve shall be considered the slate of candidates.
B.
Thereafter, by roll call vote, each council member shall vote for one person on the slate of candidates. The candidate who receives the affirmative vote of at least four council members shall be designated as the mayor.
C.
If no candidate receives the affirmative vote of at least four council members, no council member shall be designated as the mayor, and the council will follow this process again, beginning as provided in subsection A of this section. This process will repeat until a council member is designated as mayor, unless more than half the council members present vote to end the process and move on to the next item on the agenda.
