At the first meeting after the canvass of the general election, or if all council members were elected at the primary election then at the second meeting following the date of the general election, immediately following the roll call, the council members shall choose a mayor from among their number by the following process:
A. 
Each council member may nominate up to one member of the council as a candidate for mayor, and the nominated member shall indicate whether he or she is willing to serve. After all council members have had an opportunity to nominate a candidate, those nominated who are willing to serve shall be considered the slate of candidates.
B. 
Thereafter, by roll call vote, each council member shall vote for one person on the slate of candidates. The candidate who receives the affirmative vote of at least four council members shall be designated as the mayor.
C. 
If no candidate receives the affirmative vote of at least four council members, no council member shall be designated as the mayor, and the council will follow this process again, beginning as provided in subsection A of this section. This process will repeat until a council member is designated as mayor, unless more than half the council members present vote to end the process and move on to the next item on the agenda.

The mayor and vice mayor shall serve at the pleasure of the council until the selection of a mayor and vice mayor as provided in STC § 2.10.010 following the next regularly scheduled council member election, unless prior to that a new mayor and/or vice mayor is selected pursuant to the following procedure. Upon the timely written request of one or more council members, the town clerk shall place upon the agenda for the next regular council meeting, an item for discussion and possible action to schedule a new selection of the mayor and/or vice mayor. There shall be no selection of mayor and/or vice mayor at that council meeting, but upon the affirmative vote of a majority of the council members present, the town clerk shall place upon the agenda for the next regular council meeting, the selection of the mayor and/or vice mayor as provided in STC § 2.10.010.

In the event the mayor is absent from the town for more than 15 consecutive days, or in the event of the disability of the mayor to the extent that he or she is temporarily unable to serve, the vice mayor shall assume the duties of the mayor until the mayor is again able to serve.

In the event the seat occupied by the council member serving as mayor becomes vacant as provided in STC § 2.05.090, the vice mayor shall declare the vacancy and assume the duties of the mayor until the next council meeting, at which time the remaining council members shall select a new mayor as provided in STC § 2.10.010. In the event the seat occupied by the council member serving as vice mayor becomes vacant as provided in STC § 2.05.090, the remaining council members shall select a new vice mayor as provided in STC § 2.10.010 at the next council meeting.

The powers and duties of the mayor shall include the following:
A. 
The mayor shall be the chief executive officer of the town, and shall provide advice to the town manager regarding implementation of the policies of the council.
B. 
The mayor shall be the chairman and parliamentarian of all regular and special council meetings, shall preserve order and decorum, and shall decide disagreements with respect to the application of rules of order. The mayor's ruling shall be final unless the council affirmatively votes to proceed under rules differing from those rules set by the mayor. The mayor may make and second motions and shall have a voice and vote in all proceedings of the council.
C. 
The mayor shall execute and authenticate by his or her signature such instruments as the council or any statutes, ordinances or this code requires.
D. 
The mayor shall make such recommendations and suggestions to the council as he or she may consider proper.
E. 
The mayor may declare an emergency to exist pursuant to ARS 26-311. Such declaration of emergency shall automatically expire seven days following the date the declaration of emergency is executed by the mayor, unless further extended by a vote of the town council.
F. 
The mayor shall perform such other duties required by state statute and this code as well as those duties required as chief executive officer of the town.

If, for five consecutive days, the mayor fails or refuses to sign any ordinance, resolution, contract, warrant, demand or other document or instrument requiring his or her signature, then a majority of the members of the council may, at any regular or special meeting, authorize the vice mayor or, in his or her absence an acting mayor, to sign such document or instrument which, when so signed, shall have the same force and effect as if signed by the mayor.
